		<description>There’s always going to be people making insurance companies the whipping boys for whatever reason.

Here, Leahy is saying let’s remove this exemption from federal anti-trust statutes.  The way I interpret this to be, is that he really didn’t do much to make insurance companies subject to it; he wanted his name in the news, and gosh dang it, it’s a populist thing to do because of health insurance delivery reform. 

Currently there’s a whole lot of talk going around about federal vs. state regulation, and McCarran-Ferguson is just one part of the equation.  This seems to be piecemeal legislation at best.

Funny thing is, 2013 seems to be the date for the health care stuff, cap and trade, etc.  Right after the 2012 elections.  More than enough time to craft whatever legislation to mold the insurance industry into whatever form they want once and for all, and subject it to additional rules and regulations e.g., subjecting the insurance industry to the systematic risk regulation.</description>
